We did this on our community on Real runescape back in the old days.
This was pretty fun
How does it work:
You give a list of skill the contesters are allowed to chose.
They chose their skill get a screenshot of the ammount xp they got,this gets compared to the highscores,the player who gains the most EXP wins

I'm liking the idea. Thefty and I will fix up an official skills week/war at some point but probably when alpha is released, we'll see.
